The Hoya Variable Density II 3-400 filter reduces the light passing through the lens between 1.5 and 9 stops to allow exact choice of shutter speed or aperture for the prevailing light level. With this filter you can use a much wider aperture in bright conditions, to create an out-of-focus background; or use a very slow shutter speed to blur movement - waves on the shore or people moving through the picture.
At the minimum level (3), the filter passes 1/3 of the light resulting in a loss of 1.5 stops. At the maximum end (400) it passes 1/400th, which is around an 8.5 stop reduction. Actual useable range will vary according to the prevailing light conditions.
